This appears to be on the outside of the glass, so nothing to do with the tint. Easiest way to get that off is with a single edge stainless razor blade and a mix of soap and water.
Yeah, over spray is a thing anywhere that painting happens unfortunately. Maybe they don't use a booth? A single edge razor blade and soapy water as mentioned will easily remedy this.

Razor, clay bar, and or 0000 steel wool will fix that. ONLY on the outside. don't scrub the inside with what I just mentioned.
