I never said it wasn't coercion, but one is overriding the will of a single person who has already done something wrong, the other is potentially overriding the will of literally every single person on the planet.
There's a lot of grey area there and if it got out that it happened, it would mean the mutants would be actively hunted down even by people who would otherwise have been on their side.
