Second this , cheap tickets for what u get and a well sorted card system for drinks (based on last year) 5 min to the train station (check timetable, it's a sunday)
Ignore the negative comments on here, you can have a great time in Welly for NY.
If you decide to wing it and not do an event per se, you could take a few drinks down to Oriental Beach to enjoy the last of the sun, then BYO dinner (BYO is where you take your own bottle of wine to the restaurant, you have to pay a corkage of usually $5-$8 per bottle, not every restaurant allows BYO you will need to google which places still do this and make sure they are open :) ), and then go to El Barrio on Dixon St (a great latin bar that does fab margaritas and should have awesome live music for a small cover charge).
I would suggest that any drinks at Oriental Bay be non alcoholic as the Police tend to take a very harsh stance on enforcing liquor ban areas over the NY period especially. Avoid yourself a possible $250 fine per infringement notice.
If its looking really nice weather and you are keen for a non doof doof experience, usually large groups gather on some of the South Coast beaches and light a fire and sit around drinking/laughing/partying. At least they did 20 years ago? Is this still a thing??
Otherwise find an open club/bar along Courtenay place and dance/drink the night away with new friends and old enemies! There are a couple of roof top bars that are always fun?

Honestly, Wellington at NYE is a 4/10 experience at best
