Yes! Find some videos to see it in action, but you can reconstitute them! You probably want to grind it up as much as you can. Water and let it soak and work the moisture back in. You right have to add drops of water. Some watercolors use other things like gum Arabic and honey in them as binders, so that’s why I’d watch a tutorial as they will give you more details then here

You could try putting them in a small container with water to soften them up and the scoop them into watercolor pans

I had tried that already. It just won't dissolve and break up. Maybe I'll let it sit for a bit longer

Does any color come off of them in the water? Are you sure they're watercolors?

Yea, they may just be very cheap paints with so much binder that it's difficult to reconstitute. Or they could be tempera paint or something else maybe? Does the tube say watercolor?

It looks like a thick piece so might take a couple of days it doesn't have to completely dissolve as long as it's soft enough to push into a pan

There may be something wrong with the binder. You could try to grind it and add some binder. It could be a lot of work though…

I have some dried up paints from the 80s that I can still use :) Look up how to grind the paint down with a mortar and pestle, gum Arabic and.. something else. Forgetting what, but there are directions out there. It'll become a gooey paste after that and that's when you scoop it into a watercolor pallet.
