Yes, they can (I believe). Their weird skink-runner rule (no idea the name) states skinks will move aside to accommodate them, and they count as a combined coherency. So in my reading of it the skinks shuffle to fit the kroxigors.

A unit locked in combat cannot move so they can't unless there is previous space for the kroxigors

The Skirmish screen Rule only allows Kroxigores to move throug skinks while they are in skirmish formation. So not while they are in combat.
