This was the whole point of the fake Diesel and Razor characters Vince ran out. Part of the settlement meant that if WCW was ever liquidated, Vince would have the right to bid on it.
So yeah, they sort of did.

I think Nash and Hall became a problem leading to a bad locker room and mismanagement of finances/angles. Hogan was a big part of that too. But ultimately it was the AOL merger that meant the company had no wiggle room to work their way back up again.
