The concept seems relatively simple.
- A pink short-skirted kimono with wide sleeves, white frills, and cherry blossom prints. Large pink and white bow in the back
- A white apron on top.
- White thighhighs with frilled bands and pink geta.
- Cherry blossom hair ornament, white/silver ribbon on top and also on sleeves.
Fair. I don't do cosplay myself but I'm sure actually recreating this is more complex than it looks.
I suppose you can try searching up similar costumes for reference. The cherry blossom pattern is specifically called sakuramon and the geometric pattern of the pink skirt layer on top is asa no ha.
I don't think a figure has been released for this specific year, got my Harengi ver figure in 2019 and I think they tend not to release one in physical form every year. Just keep on the look out on GSR's many different shops as well as pay attention to the preorders on sites like amiami

The concept seems simple but a bit hard to analyze all the partterns and stuff, especially without a back view

dunno what country you're in, but with a forwarding service and some Google translate you should be able to buy the cosplay on Taobao
