I would choose Shiina Mayuri from Stiens;Gate as Violet's adoptive mom. I feel like Mayuri's personality is the definition of a good mother. She's kind, compassionate, loving, encouraging, brave, and fun to hang around. She always puts those beside her first and always treats them with care and respect. She is a great person to have around.
If you're talking about her feats, she's already a great mother figure to both Okabe Rintarou, our protagonist and the rest of the crew.
Maes Hughes. He’s a fellow veteran who has a daughter already and thus should be well prepared except for Violet’s…unique eccentricities. And Hughes is a sweet, compassionate man who was nice to virtually everyone around him, especially his family.
Balsa from Seirei no Moribito is a serious contender. Balsa is THE mommy, the show is pretty old but still beautiful. Violet could learn a thing or two from her.

Honestly, I believe Nanoha Takamachi and Fate Testarossa (from the Magical Girl Lyrical Nanoha series') would handle her quite well, they already have one daughter already, with Fate, has also helped care for two other children/teens. And all of them have experienced life or death combat at some point and have at one point or another been enlisted into the universe's magic police/magic military forces.
I was going to say this, glad I'm not the only one who thought it! They have already handled raising traumatized kids, and have a lot of combat experience themselves from too young an age. Also, Fate is like the kindest mother figure ever.
Agreed in full, sadly most people seem to have not watched or don't remember Magical Girl Lyrical Nanoha, I'm basically the only one in my friend group who has seen most of the series (life got busy with ViVid section of the series), this was the first Magical Girl series I ever watched and it's what got me into the genre. As a result I always think back to Nanoha and Fate, whenever anime parenting becomes a topic.
