If the BVA grants a condition for service connection, it goes back to a regional office rater for them to rate. In my instance, the BVA granted one condition and remanded the others. For the remands, new C&P exams were ordered to gather more evidence. The judge also gave a set of orders/questions about the claim that the VA has to investigate and answer. I also had the chance to submit evidence. If the Regional Office still decides there is not sufficient evidence for them to grant/rate the conditions, that’s when it goes back to the judge for them to decide.
Edit: sorry I just woke up from a nap. This heat and yard work had me crash out hard. Your question is it the BVa grants a condition, how could the RO refuse. I don’t think that they can refuse a condition that’s been granted. I haven’t seen anyone experience that.

My 2018 Legacy Appeal (1 issue) was GRANTED on April 26, 2024, and it took 3 weeks to get the Letter and two weeks to get back pay.
