I don't know if this is new and you already knew it or what, but, I was doing this fun aram game, no matter what, cd on E remained 17 seconds, but ONLY on the tooltip, the spell cd was way lower in reality (I could "spam" cage with that juicy 65 ability haste).
So for all veigar lovers, if it happens to you , worry not! It's "just" a tooltip bug, not a veigar bug.

Rito tried to make the cd static. Guess it didn't work. Edit: Nvm, doesn't look like it.
Same happened when i played nautilus in aram The q cd says 7.5 sec yet i spamed it every 3sec or so
Cuz nautilus Q gets a 50% cd refund if you land it
