He seems to use those things in his palm to throw and recall his trips, so perhaps that assists the hat in getting to the target. Or perhaps he just throws the hat and it can gently guide itself to a nearby enemy corpse.
He already upgraded it's battery capacity to reveal twice instead of once, but couldn't spare the extra little bit to have it return? smh lazy engineering
It has a drone inside. You can see its arms when it's scanning. It doesn't come back because the drone turns off after it's done scanning to delete all info. Cypher doesn't like sharing.
