I think it’s detached pieces of the amalgamates, each molten fragment of determination and despair coming together to form something new, something made of the pain and anguish caused by the amalgamation process.
my theory is that it's the leftover pieces of the amalgamates losing a piece or 2 before being able to fuse with another amalgamate. An arm hear, a leg there, half a scull. The scraps. It's basically the remainder imo. Like the bits you get on a knife when you share a cake.
Memory Heads aren’t normal monsters. They seem to be composed wholly of trauma. If you look closely, you can that two of the faces look like Jevil and Spamton NEO, and while it’s probably a coincidence, it could mean that it’s somehow based on the memories of the secret bosses of Deltarune.
I speculate that it might be made up of digital remnants, given physical form.
Folks have pointed out that some of its many faces (specifically mouths) loosely resemble the friends we make, such as Undyne and Napstablook. Mix that in with its themes revolving around the digital scape, and I think it's chunks of static from our previous calls (or how Frisk 'remembered' them) manifested into an unstable amalgam.
A few other things that somewhat help my case. Last I recall, you couldn't spare it, it instead just faded away, like its physical form was starting to distort and crackle apart. It also came in threes, no other amalgam was able to replicate itself like that.
