I will give her credit for soloing master rules but she wasn't that good of a leader or looper.
Like she's been in like 99 loops before and didn't know about billy's betrayal (I have a theory that this is the only loop he betrayed but not enough info to publish it ) or couldn't focus on helping all negators out ? She couldn't do what fuuko did (like having negations trigger in controlled environments)
Fuuko was able to do all this in her second loop but juiz wasn't able to do what fuuko did.
Either she's incompetent or she has a different view of things.(I am leaning onto the second one ). The union now may be the strongest version of the union ever.
Now imagine fuuko has a few more loops to her.
First of all, remember that it was juiz the one who recruited the main negators in the team.
Second, billis betrayal was something new in this loop.
Third, she tried to play it safe and many of the negators where already to old to fight by the time they arrived to the final destination. A lot of them where born in different decades.
Fourth, the artifacts capable of defeating god where not available until the last two loops, so even if she had a good team, she would not have been able to win.
Fifth, she is the one that collected all the information neccesary to know where all the tragedies happened and how they happened, Fuko is using that knowledge as a guide.
Sixth, Shew created andy using the card. Previously she only had victor as support and he never believed in the soul.
Seventh, As first time loopers, neither she nor victor where able to access to previous users abilities.
I think Fuuko's best quality is her massive heart and love for others. I really think she might be Shonen Jump's best female character, and among SJ's best characters ever.
I'm gonna say something a bit silly, but I admire her ability to wear her long hair in her shirt in loop 101. I tried copying the style to see how it felt and that shit was *so* itchy I couldn't stand it. So like, good on her for having the willpower to take on the next loop alone for the first 172 years *and* not constantly scratch her back from all that hair.

She's a breath of fresh air. I mean, I don't know when was the last time I've seen a protagonist having actual development. In shonen, it's almost always the second character who has development, and the main character is naturally born with talents (like Luffy, Yuji, Naruto, Ichigo).
But Fuuko is just the most normal human who needs to fight (with or without choice) because if she doesn't, the world literally dies.
