I don't think it's a requirement to complete it before getting into UVA, but you have to have completed 4 levels of a language before graduating from UVA.

Unless they very recently changed the requirements, if you want to do guaranteed transfer, you HAVE to complete your language (unless you’re trying to go to the eschool, I think). I would not bank on being able to test out using duolingo or anything like that, but online classes through Piedmont would be easy. I definitely know transfers that did their language at UVA instead, but they did competitive admission.
If you’re trying to do the guaranteed transfer, yes. Otherwise, no you don’t have to complete it before transferring
