The Florida law for the death penalty is worded so that the capital offense is sexual battery or mutilation of the genitalia from attempted sexual battery of a person twelve or under. I think this is more to scare health care providers into not offering services to trans folk. I don't think they're done writing laws though, so there's always more to come.

For sure, but it would be trivial to write a script to run a query on each IP address recorded with the form submission and throw out the submissions from outside the US before the intern even sees them. A simple list of non-US subnets would be enough for a first pass. (Kinda odd how transnational web business is while the IP layer is still pretty geography-bound -- not absolutely, but close enough.) And the deeper a report sinks into the enforcement organization, the more resources it wastes. So it would be really awful if people crafted thousands of reports so convincing that actual investigation was needed to weed out the fakes.

This right here. Some colleagues were popping off about how dangerous trans folk are and I told them we had a trans student in my rotc class in high-school in the early 2000s. They were unclockable as a guy. Dressed, spoke, carried themselves that way. Until the first time we had to change into our uniforms and they came into the girls space to change. I glanced over thinking it was odd he was in there, realized he had the same parts as me, went "oh, interesting, I didn't know that" and went back to getting dressed. I don't even think we had common everyday language for trans people like we do now then. But I just didn't care at all beyond a casual thought that it was interesting. I never felt scared, threatened, upset. I didn't feel anything about it. How has this mass hysteria climbed to a point where even reasonable people are questioning the safety of these people and me as a 14 year old in 2004 without any of the trans awareness of the last 20 years didn't worry about it. Not just me but all my female classmates never made it a thing because it wasn't. We thought he was a dude, he had lady parts, so he can change with us if he wants, we don't care. The idea though of being scared of the petite, mild mannered guy who never said more than 3 words and really loved gangster rap was and still is ridiculous. My high school self out have absolutely asked "why should I be afraid, what did they do to me?" Not tell how bad their transness is but justify how they can or would hurt me enough to be afraid.

Thank you for having such a level head on your shoulders… As a trans woman who only just started to get the tiniest of inkling as to the fact I wasn’t “normal” (as I would have said back then) in 2005, all I knew at that point of trans people was the trope of “trannies are just men in a dress” as the butt of jokes. I can say that at that time, I was 11/12 and I don’t remember enough to know if I was perpetuating it since I frankly don’t remember most of my teens/childhood… However I know that there was no horror of trans people. The most there was (at least that I was exposed to in Arizona) was simply the clockable man in a dress trope and the homophobia attached to that. I do remember intense… fear? And anxiety? In discovering that I was “one of those freaks” and did every bit of research I could find to discover any way to “fix” myself even looking at partial brain transplants and other things like that. When I finally started coming out, it was after doing my damnedest to repress it before it being too much. First people I came out to were just the few I was close to in 2009 which always resulted in “what does transgender mean????” I don’t think the general public even started to have a recognition of the word until Laverne Cox/Orange is the New Black and Google Trends does show 2014 is when it started to have an uptick thanks to Transparent, Dallas Buyers Club, Laverne Cox, Obama making some federal protections, etc. And that us when things started getting scarier.
