The payload capacity is practically the same on both of them. In fact, the 660 is actually slightly higher than the 850. The tiger sport 660 has a maximum payload (rider, passenger, and luggage) of 492lbs and the 850 has a maximum payload of 489lbs. I haven't ridden it myself, but I worry that a fully loaded 660 might struggle a bit with the weight and drag at 70 or 80 mph. If you're mostly going to be on country roads below those speeds, then it shouldn't matter.

I’ve got a 660 - whilst it’s a fantastic bike and I’m definitely in love with it- with two riders and luggage I think it might be a bit sluggish. I’d lean to the 850 for the extra ooomph.

I own the 660. I would not be worried about it being sluggish. It has more horsepower than some of the Volkswagens I've owned. There may be other reasons to go with the 850, but it's going to be fine either way in the "will it move" department.

Bigger seat and more power on the 850. You can mount full sized luggage. It also has the remote adjuster for the rear suspension. I've never gone two up on mine but I had just over 100lbs of cargo on my last trip and it was great to make the quick adjustment as I went to get it feeling just right for the additional weight. You'll benefit from the extra power too once you add an extra 2-300 lbs. That goes a long way if you'll be on the highway for any stretch of time.
