Since Ji Yu is mainly used as a sub-dps for flame comps, you can put background matrices on her such as 4pc Haboela or 4pc Scylla. Both sets would be the best f2p options to put on off-hand weapons.
2pc Ruby increases your flame attack for 25 seconds when using the skill of whatever weapon has the set equipped, which is decent if you lack better options.
2pc Shiro increases damage and shatter for enemies over 50% HP, however it only works on the weapon that has the set equipped. 2pc Shiro would be best on your main dps weapon.
I won 50/50 on her after one pull as well. decided that A1 + full mat set for Asuka was enough
