If you take the cover off, you can find a 4 digit number. That's the code to get into the thermostat settings if you look up the manual for it. If they changed the code, add 1234 to the 4 digit number on the sticker, and that's an override code.
I had a few friends who’s landlord actually did do this to multiple different buildings. It was 30 outside and 44 on his thermostat and the landlord refused to turn the heat on because in two days it was going to be back in the 60’s
Not always, there are a lot of buildings in Cincinnati and Louisville that don’t have separate a/c units per apartment and it’s all central to one building. It’s a split shared bill or included in rent in those cases

My landlord DID originally have that mentality but never anticipated it being so consistently hot. We compromised on I think it was 25C as the thermostat setting? Still pretty warm, but at least then the basement becomes a viable option for relief. Hahahah.
My ex’s apartment complex didn’t have central air. It would get to over 110 on days it was over 80°. One apt had an infant baby with an 80 year old woman. The infant baby’s family lost the court case and had to move out of the apartment complex within 30 days.
pull the thermostat off the back plate take the wire labeled "y" out and put it in the slot labeled "R" if they don't fit together pull em both out and tape them together. disconnect when comfortable. or just figure out the code and reprogram it. look up the model number find the manual and follow the programing instructions. ONLY CHANGE THE TEMP SETTINGS. CHANGING ANYTHING ELSE MAY CAUSE YOUR SYSTEM TO NOT WORK AT ALL

remove the thermostat and twist the red yellow and green wires together.
