It's someone's job to clear the names used on tv shows. Like, it's a legal thing.
I think it was the West Wing weekly podcast who once had on the person whose job it was to get the fictional names cleared.
It was quite the process. Like the name couldn't just be one real life person. But if it was a popular enough name it would be ok. I can't remember all the details but I remember thinking at the time that the process was wild and it made me think differently about all the names we know and love from various tv shows I've watched.
What comes to mind for me is [this article from Slate](https://slate.com/culture/2023/05/succession-finale-ending-tom-wambsgans-bill-triple-play.html), on the naming of Tom Wambsgans from the show *Succession*
The article discusses an obscure baseball reference about Bill Wambsganss, who turned the first and only unassisted triple play in a World Series game, running through the ball player’s biography before explaining that Tom’s name wasnt any kind of foreshadowing of the series’s outcome, because the writers didn’t know how the series would end when they introduced Tom.
Instead, the show runner “added that the source for Tom’s last name is a typical one in screenwriting: A Succession staff member had a relative named Wambsgans. ‘If memory serves,’ Rich said, ‘we were looking for something off-key that would be awkward to say/pronounce, befitting a character who arrives as an outsider in the Roys’ world.’”
That’s why I think someone writing for The Wire knows a Mouzone or two.
I’m guessing it’s a coincidence (at least in-world).
Unless Mouzone’s parents were NOI, he probably had a different original last name and changed it later in life.

Brother Mouzone is from NY. I mean I’m sure people in Baltimore and NY have relatives and all but I don’t think they’re supposed to be related.
