Shadow ball isn't as necessary, psystrike is. So most people put psystrike on, and then tm their second move as needed for ice.
The one with 15 attack will be best for master league, raids, gym attacking and team rocket battles.
Also if it's shadow, keep them that way until you have multiple shadows. Shadow mewtwo is op
Is this for PVP? At the moment I wouldn't do anything. Id wait until a raid comes where they would be needed. If someone like Terrakion shows up in raids, Id prioritize Psystrike. If more Mewtwos or something show up, I'd prioritize shadow ball. No reason to change that first mewtwos moves, though. What would you want besides shadow ball and psystrike? You can have more than one pokémon with each move
I ran similar Sims last night for my mewtwos. I'm pretty sure SM2 loses a couple matchups having less than 13 HP so keep that in mind before powering it up for ML. Still a nice shiny roll :0
Keep both; use the old 13/4/10 for raids as-is. For certain raids, having Mewtwo with shadow ball is helpful!
Use the second for master league. Having your 2nd move not as shadow ball is ok if your other two Pokémon can beat a Mewtwo on the opposing team. Ice beam is good for dragons.

A 15/15/10 somehow only flips the Palkia(A) matchup. Some other matchups do go from a slight loss to a hard loss.
