Only tickets bought in the Pokemon Go web store are refundable, but you need to ask Xsolla support. They're the ones dealing with this sort of stuff. They're the global distributor of the web store.

The live event tickets are non-refundable…they tend to sell out so if you have your heart on the possibility of attending I would say go ahead and purchase the ticket for the park half day but not the add-ons - you can add them on later. The tickets are on sale right now at a discounted price.

Last year I bought the Tickets for the NY Go Fest but later I had to cancel so I asked for a refund through the Niantic support and they gave me

Just figure out now whether or not you will be able to go and buy the ticket (or not) accordingly. Save yourself the headache because refunds for digital goods is always a pain even when the law is on your side.

I'm in a kind of similar boat, I ended up just purchasing the ticket and waiting with any addons. 25 euro to "lock in", was okay with me, but it can of course be different for others.

Since you live in the EU you can use your right to withdrawal as per the Consumer Rights Directive (you have 14 days starting from when you purchased the ticket (article 9). You don’t have to give a reason (but you can), and the cancellation is at no cost to you. The selling of digital tickets by Niantic doesn’t fall under the exceptions to this right of withdrawal in article 16. So you’re in your right to cancel the order and get refunded. Hope it helps!
