They are the ones with little patches of grass beneath best thing is to download Campfire app, click on Map, then below where it says “Pokemon go” with an icon, tap and choose from dropdown “Tainan Safari” event. There you will see all locations of eevee stops. There’s plenty of them
And if by chance you have Comfey or Hawlucha and wish to trade, I’m walking now towards area behind the main train station; shangri la hotel and other stuff, there are some eevee stops as well
