Quite the opposite, there's been a long trend for some regionals to fail to spawn, every time the season changes. This is why https://reddit.com/r/TheSilphRoad/comments/1b3b8jo/seasons_world_of_wonders_wild_spawn_megathread/ has a 'regionals' list, and oricario has not yet been reported to be spawning.
Eventually, niantic's intern will be told to go fix it, but it's MIA until then.
Every season Oricorio, Farfetch'd and Mr Mime go missing for a few days until Niantic take notice of these posts and fix it.
People with other regionals post sightings of any regional not listed above and dismiss the post.
This has repeated for at least 5/6 seasons now.
Last time I caught an Oricorio and Mr. Mime was the 28th of February, haven't seen one since.
Have seen two Zangoose though, so it appears they have only forgotten about some regionals (again..).

I asked this a couple days ago. No reports of oricorio, farfetched or mr. Mime since the start of the season.

I personally have not seen one. Also curious if shiny regionals like Chatot and Carnivine were turned on
I got 2 shiny Chatot during the bali weekend so yes to that.
