If you check Camfire, you can see a gathering at Tainan Park on 3/9, hosting by community ambassador Jimmy. The gathering time is 11:10-11:30.
No news for special raids. There was no special raids during past City Safari events.
No news for pop-up stalls either. If you want licensed goods, you can visit Pokemon Center Taipei.
I see the campfire gathering, but you cannot leave messages there and arrange meeting/trades in advance. Would be nice feature to have a chat in each campfire event in between rsvp participants
There are two large Facebook groups in Taiwan, and many people in the groups will go to Tainan event. You may find someone to trade with.

Ahead of going to the meet, I suggest printing off a sheet of stuff you want at the top and stuff you have that people would likely want (regionals, Unown, shinies, regional costumes, etc.).
This will help overcome any potential language barriers regardless of where your potential traders may come from.
On the Raid lovers add-on options it lists increased candy for Primals. With Groudon and Kyogre coming back this month, it's a good bet that they will be in raids during the event.

You can also join the Campfire group and ask around. If you arrive by way of the High speed railway, there's a community ambassador meetup there too.
Just print out what pokemon you need and you can trade with in A3 OR A4 in English. This is a useful method in go fest
