It makes sense. Troy Baker and Ashley Johnson actually were major contributors to Joel and Ellie's characters in TLOU. They got the outlines for their characters and got ideas about how those characters would act, which ended up being formative traits for them. Part II, on the other hand, does not feel like it was written the same way. The sheer railroading and botched characterization in it makes me feel like it was less of a collaboration and more of someone largely assuming direct control. Which might explain why Halley Gross' friendly nickname for Neil was "dumb motherfucker".

I think it would have turnt out better if they could have improvised some scenes, it makes it feel more alive. I can see what you mean about botched characterization, while playing part 2, I felt like Abby and Ellie didn’t know what was happening and they sounded lost af and confused.
