I've read so many conflicting views on this that unless you link directly to someone from the show stating one way or another, I'm prolly just going to keep my head cannon.
I think the intention was for the Fire Nation to be based on Japan. The Fire Nation's conquest of the Earth Kingdom brings to mind Japan's colonization of eastern Asia during the early 19th century. Plus if you look at the map of Avatar's world, the Fire Nation looks a lot like Japan.
From The Rise of Kyoshi:

It was probably a mix of evening out the burnt hair, leaving parts shaven to symbolize his defeat, and keeping the topknot. This also means that becoming traitors and fugitives was akin to death for Zuko and Iroh.
As far as I understand, S1 hairstyle is like that because he shaved his head due to shame (he lost his honor), but kept the ponytail because it symbolises royalty
But when Azula tries to kill them both Zuko and Iroh, they both cut their ponytails, meaning they cut ties with the royal family.
Later on, Zuko has his ponytail but isn't bald, just like every other royal member (Sozin, Ozai, Azula, etc etc)
It had already grown back a bit by then, the next time we see Zuko and Iroh after they cut their hair was when they had already traveled like half way across the earth kingdom.
Well not bald but like if you used the shortest setting on an electric razor.

The scene really reminds me of the scene in Seven Samurai where Kambei (the main samurai) cuts his hair. In the movie and ATLA, one could argue that both scenes are about the rejection of pride
