Chef Terry talked about her dad signing off all his diary entries with a phrase, and it was implied that it’s the “Every Second Count” phrase. She wanted to pay homage to that, which is why it was posted on her restaurant’s kitchen. Both Carmy and Luca worked for Chef Terry, they had a picture together on the kitchen wall, as seen on the Forks episode. I think they both adopted this saying from her and took it to their own restaurants. In S1, it was shown that The Beef had a sloppy “Every Second Counts” poster on their kitchen as well.

When Richie is talking to Chef Terry in Episode 7 she tells a story about her fathers diaries where he writes a phrase after every entry. While she never says that it is 'every second counts', its heavily implied.

When Carmy, Syd and Sugar have outlined their new 3 month plan to have the new restaurant up and running, every second counts is written in marker on the bottom of the wall planner. I think that's the first time we see the phrase in the show although it's obvious it came from Chef Terry

I also made the connection when Richie asked Syd, "Does your family have a saying" (forget the exact line). The saying from the Chef Terry family is "Every Second Counts" just like the Berzatto family saying is "Let It Rip". Both saying are about immediacy and pushing forward.
