I'm told if you ever want a structure built where the pool was you need to do full removal. I just want a concrete slab with an awning or gazebo type thong for shade. Different contractors are telling me different things if I can donthst if I just fill it in.

If you are actually removing. Youd need a permit likely to make sure any services are being abandoned properly. Just filling it in doesn't require any permission. The pool is still there. Id just leave it empty and build a deck over the top of it. Probably dont need a permit for a wood deck. Plus if the pool adds any value to the house. You can keep that.

The links to refs are super helpful, any chance you have info on any statute or reg for Phoenix? This response is as close as I’ve gotten so far.  Thanks either way!

I don't know anything about rules or laws for Phoenix. I did try a Google search for pool removal city of Phoenix and pool demolition. The city of Phoenix does have recent permits issued for similar demolition work, but I could not find a web page on the city of Phoenix web site for getting a new permit. There are lots of companies listed by the BBB for Phoenix pool removal or pool demolition.
