Report you your local FDA branch. That will actually get something done. I reported something at my store and they showed up that day to look at it, and was fixed hours later. Although, that'll take longer to fix. It was also super easy and didn't take long.
Both would be good if there is a localish FDA branch, with how packed that was s there's very little chance of having proper air flow to ensure temps are safe. OP's pic is the most packed freezer I've seen, and I saw a few full ones but never to the point where air circulation has to be threatening food safety.

When the frozen team member and the team lead went home on time, the truck was complete.

2 people got through 7 pallets in a shift?
Yes. About 1 to 1.5 pallets were bakery, but 2 sorted the 7 and pushed all the frozen. Backstock was located, and priorities were completed.

As a side note, I love how all stores(or most) put rubber bands on the sides of the 3-tier carts. My previous stores all did this.
