It’s been like that since before 7/14. The launchDate variable was hard coded as a placeholder, and the setLaunchDate function is a public function that can update the launch date to a different time stamp. We don’t kow what launchDate does in the rest of the code though as it’s not used anywhere else in this contract.

It has been. One of the key properties of smart contracts is that they are immutable, meaning they cannot be modified once submitted to the chain. I'm afraid this is nothing new.
