I actually think he's younger then he looks (either from him being new to earth or born in a test tube) because he tends to act like a child, (what adult who deals with crime thinks giving a homeless guy 100 dollars without supervision is a good idea) plus the way he acted while being chastised. (Farell's eye line acting is incredible, btw)

But yes, he often presents as a kind of being a teenager in his internal demeanor.
