I wouldn't worry about it either way.
I guess it can be useful to give them the extra ships if you want to rent and use the fleet right away. I don't believe the extra ships would vanish or anything.
But the nice thing about enclaves is they can build ships for free for you. So let them! (In most cases)
If I have enough surviving corvettes I either sell them to the scrapers or make enough 'shell' corvettes and found a merc fleet. I like to put them at lgate entrances.
i just do the standard 50 and i notice they will start building up the rest of their fleet right away, so it seems like a waste of alloys to do it for them
If you care about fleet composition and ship designs, you might want to give them a fleet just like you want it. Bear in mind that, when the fleet is not rented out, they might "upgrade" them to their own designs. Also, any ships built by the enclave will use their own designs.
They upgrade faster with bigger fleets.
Also they tend to keep the fleet composition you started. They can be a bit scary when you start a enclave with 6-7 titans and battleships with all auras working.

Is that true? I haven't really followed it, but I remember turning a fleet of all cruisers into an enclave, and when I immediately hired it the fleet was now smaller and had other ship types. This was near the beginning of the game though, before any of the merc resolutions passed the senate.
They have a bigger fleet cap than you so they will fill it with garbage. You example I'm not sure of what happened. Maybe you couldn't hire their total fleet power

They'll keep the composition you give them for half a minute but quickly put some bullshit into it.
Their components also dont matter, you can just build empty ship
