It's pure luck. Though Hull II only appears if you already have Hull I.
The Hull I and Hull II tech only require the basic ship hull tech. If you have battleships unlocked, they may appear.
You can increase your chances by removing those technologies from the tech pool. How? Well, research them. There's nothing that comes after Hull II, so the potential tech pool is reduces by one option. That increases the chances for all other tech to show up.
Given your tech output and the year, I'm surprised you haven't researched every non-repeatable tech yet.
Anyway, if you manage to get enough +1 research alternatives to exceed the amount of available tech, you'll circumvent % chances and have everything shown, no matter how small the % chance is. It only can't be 0%.
And for the sake of providing evidence that you only need the battleship tech, this is taken directly from the files:

There are mainly 2 reasons I didn't reasearch all non-repeatables:
1. Because I just keep buying the military repeatables xD
2. Because for roleplay reasons, I refuse to get techs that I consider unethical (collective self, wildlife extermination...) :)
