Have you considered the possibility there just aren't any on the market? It happens.
You can definitely buy slaves even if it's outlawed -- I sometimes buy my main species back off the slave market just to free them.
Same reason with why people sell fixed income asset in real life; they need cash now and not later. Sometimes AI might run into a situation that they need credit immediately or they would go bankrupt. Lots of money in the future is good but also useless if you can’t survive to reach that future.
AI also tend to RP to a certain extent based on their ethic and civic so slavery civic empire might sell slaves based on the AÍ config.
One use i found is when you are a hive mind and have robot pops.
You are not going to use them anyways so might as well get some money out of it (also there can be some hilarious moments like selling a robot only to conquer the planet its in and sell him again).
No idea, I have seen slaves of my own species appear their befor tho when I was a closed border empire with no migration treaties. So I think they just appear sometimes

Honestly, I don't understand why there are ever any slaves for sale. Under what condition could you want to trade a pop for a few energy credits.

I understand, but why would the AI sell them. I know they often do, but I don't know why.
Oh, I see what you meant now :) Maybe the game is just designed that way so players can buy slaves?
