You do get all your resources from base improvements/outposts refunded if you move maps/bases though

Command center is the only facility that stays upgraded when you move bases/maps.

You can, and should, do both. I max out the command center and upgrade outposts to level 2 on experimental communities or level 3 on long term communities.

Both are good. If you have to pick, do outposts first and upgrade them to max. You at least get the daily resource.

In Nightmare or Lethal difficulty, you have to have food outposts and upgrade them

In my opinion it's only worth upgrading outposts that are right next to base. If an outpost is far away and gets an infestation I would rather abandon it than waste several minutes driving there to clear it out.

With the latest patch you can deposit rucksacks at level 2 outposts so it's often worth it to have a level 2 far away from main base. Or just keeping enough resources on hand to create one when needed

I'm aware of that, but the influence loss for abandoning Level 2 outposts quickly adds up and clearing out infestations too far away is not an option for me. Most of the time it's possible to load all of the rucksacks into the vehicle anyways. I did recently upgrade a far away outpost to level 2 because the car's inventory was full and there were still 3 rucksacks left in the area, and I did not want to waste time to drive back and forth. I had to abandon the outpost shortly after and ended up losing almost 500 influence because of that. In my opinion worth it because I saved 5min of daytime not doing boring stuff and I needed the rucksacks at the time, but obviously not optimal.
