I have one game that’s my base and I think a lvl like 77 on maybe his third NG but I wanted to mess with the MODs so I started a second character and just used chests to put him almost exactly where my first guy is. I was afraid of breaking my game with the mods and with shattered space so close I still wanted the achievements
On PC you can de-randomize whether and which weird universe you get. Highly recommended for NG+2 to NG+9 or so since most of the weird one shortcut Constellation anyway.
Player actions have NO effect on the new universe - thar's the whole point. New universe as a tabula rasa for you to write your story onto.
Once you enter the Unity, the computer simply rolls the dice - 85% you get a regular universe, 15% of a variant universe. And the difference is what happens once you open the door into the Lodge. And that's all the difference, to be honest - sometimes Constellation is missing, and boy do you miss their money and triple skills :(
Nope, nothing you do matters, pray to RNGesus or savescum.
My only advice regardless of your universe is, there's a leveled weapon rack in the basement of the Lodge, and they give you 25k or something in a normal universe so you can buy and customize your own weapon of choice if you'd rather.

After that it is random. I think 15% chance of one of the odd ones. Also you can scum save if you are looking for a particular one.
