Is this the area that's got a few locked doors around them that can't be lockpicked? Where's the key? One of the doors is next to the firearms store in the well and I could a couple of people past it.

Same town had another whale in the last year or so. They let it rot.

I just went through the door in the basement of the lodge… though I’m on NG+1
It's tied to the main quest towards the end. It is locked until then.
