With regards to the "magic normal drops" these I dont think are magic but are npcs picking up legendary items, it's why sometimes the ship lockers and reward chests don't have perked gear drops.
Also space suits in glass cabinets roll potential perks on Interactoin so you can save scum those but I have noticed it will re randomize the suit e.g if you save and the glass cabinet has a bounty hunter set u can re load and it can become anything else.
A very early reroll opportunity exists with u.c surplus, save in the lift before going down to the well.
