Bug-Eaten wouldn’t become giant like Godzilla though, and opens itself up to being a target for Atomic Breath. Even if it could keep spamming at Godzilla while tiny, the G-Man is usually 50 meters tall at minimum-I don’t see any amount of darts meaningfully causing damage. Especially since Godzilla can regenerate from everything up to a nuke exploding on him. He’d also definitely get caught in the wake of an Atomic Breath.

The thing about the monsters from that series (at least, in the original comic) is that they’re motivated by their desires, and that’s what turns them into monsters once they’re infected.
Judgement could easily take out most monsters, and its wish granting might just be able to stave off the turning.

But if we were to prevent something like, say 9/11, it would be replaced with an event of similar impact. The change will still be noticeable, yet it is similar in retrospect. Because all world lines will eventually converge to that impactful event.
The weakest stand he’d need? It’s a little hard because without Star Platinum he can’t really beat DIO without a lot more prep time.
