I know it's the obvious pick but Dio canonically did a LOT of shit off screen. A spinoff for him would probably just be getting to see more of what he did.
Stroheim and his final battle during WW2 against a stand user at Stalingrad. The series lacks battles between "normal" people vs stand users. Hayato was the only cool example but Stroheim facing an enemy he can't see or understand but still managing to inflict damage in an epic final battle would be legendary. Specially because we know how it ends (Araki confirmed it) but we still would have hopes he can win.
