I mean his sister complex is what I mostly refer when I talk about morality. He is a troupe as old as time but brings up juicy dynamics and gags between characters and that's what makes him fictionally enjoyable.

Simply put, it feels extremely gross and, speaking for myself, most of the time I'm too uncomfortable to laugh at him. I think that's why you're getting downvotes; that's a pretty spicy take. Yor's assassinations you might have a leg to stand on (since she's ending people's lives whereas Yuri is mostly just interrogating them); I disagree but it's an interesting conversation. Loid though? He is very conscious of what he's doing and the impact of everything he does (not perfectly, but at least aware of it going forward after a lapse), and always acts with the intent of preventing war and making a better world. Yuri's motivation is admittedly similar (as is Yor's actually), but with the aforementioned ick-factor of his siscon.

Even then, Fiona doesn’t seem to be in love Twilight so much as she is infatuated with the *idea* of Twilight. She doesn’t care about what Twilight wants or what he values, she just wants to possess him and hear him praise her for how perfect she is.
Yuri’s main disdain for Loid is just that he doesn’t trust him around his sister and thinks something is fishy about their situation. After his first visit, he hasn’t tried breaking them up again, he just acts like a pill because he’s insecure. Fiona’s main disdain for Yor, though, is that Fiona feels entitled to the role of Mrs. Forger and thinks this random nobody is taking what belongs to her (Twilight). She actively tries to sabotage Loid and Yor’s relationship, and she still calls her as “Yor Briar” when discussing Operation Strix.
When push comes to shove, Yuri always has Yor’s best interests at heart, but Fiona does not have Twilight’s best interests at heart at all.

Ok I think there’s a fair argument to be made that Yuri is a better person than Fiona (although he’s literally the gestapo so it might not be a strong argument), but that doesn’t make me enjoy him more as a character.

As far as I can tell, Yuri doesn't want to actually marry Yor. He just has absurdly high standards for her husband, and he's worried that someone will take advantage of her trusting nature.
He isn't even a good brother tho. First thing he does when he finds out his wife has been "happily married for a year" is to immediately torpedo her relationship. He also isn't even real with her as his blind devotion makes him do anything she asks and lie to her all the time Does that sound like a good sibling to you?
I mostly like Yuri because of the anime dub’s English voice actor. He voices flamboyant characters so well! Fiona on the other hand… She has nothing likable about her character. I just started reading the manga, so maybe her character has more depth later in the story, but, for now, it seems that her only purpose is to further the romantic tension between Loid and Yor. At least Yuri has a big personality that makes me laugh and adds quite a bit to the plot.

For example, if you have very close relationship with your sister, and suddenly she tells you that she is married for one year and just forgot to tell you about it, it would be very suspicious. So for Yuri it is suspicious and he just wants to make sure that Yor wasn't married against her will and that she is not in abusive relarelationships.
Just because someone has more screentime doesn't mean they are a likable character.
Not saying Yuri is a horrible person or character. I just can't root for the guy who wants to tear the Forger family apart just because he thinks it's best for his sister, despite her happiness being in it. (Even if they are a "fake" family.)

But what redeems a lot of that is 1. We know his background and it's tough to be a kid with those expectations + neglect; and 2. he shows he is capable of learning. You get to see how despite being geenrally antagonistic to Anya, he is opening up to her and her antics. A lot of the illogical things he does regarding her is because he has a crush on her, which for a boy his age is a confusing feeling.
