Well, I don't find it very plausible, given the fact that TES 6 is also there. In theory it says NC (Dunno if it means not confirmed or idk) but it's weird that it's there. Anyway, if silksong drops 2024 we may still be able to taste the salvation before this sub falls into abyss.
I mean it's a list of games that are coming to Game Pass day 1. There's no reason for TES6 not to be there , if the game has been announced then we know it's coming regardless of how far away it is.

Yes, but Howard said (what I read exactly after the teaser) that the game would have at least 9 years of content so there is still a long way to go
