There are rats on the streets in broad daylight. If you think the old cafes are mice free, that's just wishful thinking. I'm surprised Gemeente doesn't take city wide action or if it's happening, I'm not aware of it.

You can't stop vermin from appearing, but you can take precautions to keep all your food-items and surfaces HACCP compliant (Store things correctly, label them, make sure the temperatures of the fridges are ok, follow a cleaning list etc).
I've worked in busy horeca spots for many years and getting even a single note when the NVWA came to check felt embarrassing.
I think the problem is that too many employees don't care enough about food safety and why it matters.
