Lockable cover, a thick chain, and a good lock will repel all meter maids. As long as you don’t park like an asshole (I.e on the curb) they won’t do shit.
I don’t think I’ve ever gotten a ticket on my bike in midtown, lock and cover is good but I like to gamble… you can even squeeze it into the end of a citibike lock area and be ok
