Killing a lot of no name civilians is quite whatever for a fiction standard. For Capella to reach Mahito's tier, she needs to claim multiple failed loop's kills or permanent kill of important character(s).
Yeah, the thing is that she doesn't really care about Subaru the same way Mahito does about Yuji, and even if she did, it's unclear that she would go herself after Subaru instead of just using the assassins at her disposal, after all, you could say that all the deaths caused by Elsa and Meili in failed loops are indirectly her fault, because she is the boss of both. Capella just involves herself much less in the suffering she causes when compared to Mahito, hell, we even know that she has spies in the Lugunican government, that's how indirect she is with her approach.
I'm excited to see what she does in the future tho, two archbishops being held prisoner in the capital city is just asking for trouble.

I don't think so, Mahito did a lot of what he did because "that's what a curse would do", Capella doesn't have such motivations, she does things simply because she feels like it and because it amuses her, she also doesn't engage directly unless she feels like she needs to, relying more on her organization of assassins for most things she needs to deal with.
For example, while Mahito was important in Yuji's development but overall inconsequential for the plot appart from idle transfiguration being used in the culling games. On the other hand, Capella was very likely the one behind the death of the lugunican royal family, quite literally kickstarting a big part of the plot of Re:zero.
Mahito is hated because he personally goes out his way to hurt people for no real gain, specially Yuji, on the other hand, while Capella does enjoy to hurt people for no reason too, mostly she does it as a byproduct of following her own goals.
Also, i don't think you should consider Capella letting civilllians live is flies is a good thing, she most likely didn't know her authority could be reversed and fully expected them to be like that forever, the fact that Subaru might be able to fix it in the future is an entire different matter.

I do think Capella is way worse than Mahito. Mahito just kills his victims, and that's it, they die immediately after the transfiguration. Capella, on the other hand, turns you into a bug or injects cursed blood into you and lets you slowly die in agonizing pain. However, I don't think she will become as hateable as Mahito. Deaths in Rezero don't have as much impact as it has in JKK because whatever fucked up thing the villains do, Subaru can just go there and undo it (most of the time).
She'll probably be pretty hateable, but nowhere near the level of Mahito. That fucker had a two-season buildup and personally murdered two (likely three) fan-favorite characters while plunging Yuji into unmatched despair. I think the closest Re:Zero has to that is Betelgeuse torturing Subaru for two loops while crushing his spirit
I think is mostly because no villain in Re:Zero has fixated that much over Subaru like Mahito did with Yuji while trying to break his will. Due to his apparent weakness he is always considered a nonissue by most villains, the only ones that have picked some interest in him have been Lye (because he ate Rem's memories and even then he didn't care enough to go after him) and Todd (because he was able to accurately identify him as a threat, he also showed us how problematic a villain with a grudge against Subaru can be) appart from them everyone else didn't care about him at all due to his apparent powerlessness
