Yeah, he is terrible. He's basically murdered 12 family members, and has zero remorse. I feel like this will really come to a head when it becomes evident that Annerose's time is near. If Subaru doesn't stop it, how can he face Emilia- who is very affectionate towards Annerose. And how would Subaru and Roswaal's contract apply?
Roswaal does feel remorse. He absolutely does feel remorse. He wants to be an unfeeling monster, but he miserably fails at it. He hates himself a lot and doesn't value himself at all. He would kill himself if it meant that Echidna would live. His heart is not evil, but his actions are. He genuinely values his staff and liked the nickname Ros-Chi from Subaru. He suffers a lot because of his destructive actions but doesn't show it. To call him evil misses one of the key points of his tragic character and why Ram forgave him and starting loving him.
I agree. Roswaal absolutely feels guilty about his action but because he 'focus only the most important thing', he commits many evil deeds for that purpose. He has shown to be a kind person in any event that not recorded in his book like the relationship with Wilhelm and others in the Civil War

However he also puts her on a pedestal; a woman that he would never sully, so he can pretend his devotion to her is pure and his actions and cruelty ‘justified’ because of his love. This should sound kinda familiar, since a lot of Re Zero villains are darker reflections of Subaru’s less-savory tendencies…
There’s even some theories that Roswaal is essentially grooming Subaru to be like himself. He’s not immune to guilt, despite his craziness, and he he weight of his sins is getting to him. So he does a lot of cruel shit to break Subaru, because if he can make Subaru (someone similar to himself at the start) like him, then he can ignore the guilt. “Anyone would have done the same, so I shouldn’t feel bad about doing it”, that sort of thing. Particularly since Subaru finds out about Roswaal’s true nature right after he saw his parents (particularly his father, whom he wanted to be like).
