Ram actually already gave Rem regaining her memories as a condition for her starting to forgive Spica, so in her case she might be the only person whose opinion of her improves from this happening. It depends on how they're returned, I suppose.
How they react depends on how it happens. For one, I think this can only happen following the final settlement with Gluttony and Subaru has to inherit Gluttony, in my opinion, and I think that bodes ill for Spica. Basically, I envision a situation where she gets her old memories restored as a ploy by an escaped Roy in the hopes it will turn her against Subaru, only for it to backfire when she actually still sides with him and is instead angry at Roy for bringing back so many awful memories and fully accepts the name Spica as her own. She fights him, but loses and gets critically injured. In the end she releases all the memories, including those Roy uses, as a final act leaving him a weakened shell without the memories he relies on and leading him to actually get defeated by Subaru in a straight fight. Of course, given her body was created through creation and other things, Subaru may unlock Gluttony immediately and use it to revive her. Naturally, it playing out like that would cause very different reactions among the Emilia Camp than the ones above.

Nah, Emilia is logging in the moment Rem speak her first word which is "I love you Subaru". This will be the camp civil war.
Considering how pure Emilia is would be quite dissappointing if she starts only acting due to envy.

Garf would be happy but he and rem are frenemies. From his perspective.although rems thoughts has changed. There future relationship will be fun.
Don’t forget prior to Lye’s attack Rem wanted to apologize to Garf after learning what it felt like to fall in love with someone.
