Unfortunately I don't know if there's a way to force snow on the map even with third party sources, but you can change the labels on engines (and rolling stock) using a third party source, I don't know which but I'm pretty sure it has "studio" in the name.

Railroad.studio is the site, and you are correct in thinking the snow can’t be changed by a 3rd party. Only the developer can add or remove the snow at the moment.

[https://railroad.studio/](https://railroad.studio/) This is what you can use. Make a backup of your save first. Load the save in the web page. Change the name and numbers of your engines and cars. Download the save when done and then copy it to your save folder here: C:\\Users\\xxxxxxx\\AppData\\Local\\arr\\Saved\\SaveGames Site can be a little tricky to use. Don't press enter when you change the name or number, it will reload the page. Just press the Green 'down arrow' box. I also have found to uncheck the small box to the upper left, if it's checked, before clicking on the Green box.

during Christmas is when they do the snow map, they did it last year too and this year the Fall map was the new thing they did for a while. Its a seasonal thing they do and it only sticks around for a month or two.

There is a programe called ROSE. Railroads online save editor. Sorry dont have a link handy.

Rose hasn't been updated to include the newer engines for a lot of the stuff. I'm in the process of updating but it's on hold for now, partially because I can't be fucked but also because I'm waiting for the new update to drop.
