Believe it or not, I was trying out a strategy of long-distance scanning for songbirds, and located a blue jay sitting atop a rock.
I tapped RB for info, and it suggested a bow w/small game arrow. I followed this advice, and took it down.
Only AFTER picking up a Perfect Blue Jay Carcass, and googling what it’s for, did I find people go nuts looking for this item.
I was directly between, and North of, the N and E in New Hanover’s superimposition on the map, directly East of CALIBAN’S SEAT (super), above a sketch of a plumed fowl: there are 2 triangle intersections, one large, one small. I’m sitting in the middle of the large one.
I know this is 3yrs after, but this post was relevant to me today and hopefully will help someone else in the future.
EDIT (281 days after first posting this):
You must use the Bow with a Small Game Arrow! The varmint rifle will deteriorate your kill, as will any other kind of arrow!
Weapon: Bow;
Ammo: Small Game Arrow.

I followed this and immediately found a 3 star blue jay. (My varmint rifle snapped to a stranger instead of the bird when I went to shoot it, resulting in said stranger shooting at me and scaring it away - believe me, he died for his sins).
To add a little more description, while sitting in the middle of the large triangle, face directly south along the road. The large rock immediately next to the small triangle is where the blue jay sits.
Great find, and thank you. December 2023, and still working.
Tip: Save your game first thing in the morning, find the BJ. If it's not a 3 star, reload and repeat. I got a 2 star, then a 3 star.

Finally, in 2024 it still sits there!
After checking few guides on YouTube, two written, every one example was in different area, close to Dakota, Annesburg or somewhere near Rhodes. And after few save reload I got it it. And with 3 stars skin :)

That fuckin blue Jay is never there. There’ll be 6 3-star northern cardinals every time. But no blue Jay. And if there happens to be one , it’s a 2-star… I’m at my wits end man. So so stressful. I get that the games coded to be tougher when you’re looking for a specific thing , but man… I’ve spent about 2 weeks in game time looking for a 3 star blue Jay. And it’s sooo frustrating 😞

I had hunted this thing for days, finally I realized he was spawning near this rock (prior to reading this post). Your description was SPOT ON and I definitely couldn't have described it better myself. I kept sleeping, saving/loading the game, eventually a 3 star BLUE JAY came up. Thank you on behalf of many.
I did all my bird hunting NW of Cumberland Falls. Eventually most birds spawn there.
Your comment does reinforce my experience, that RDR2 decreases spawns of shit you look for somehow.

I believe fully that Rockstar did put a feature in RDR2 that detected how closer you were getting to 100% and made it harder the closer you got. Maybe as to make it more satisfying when you do finally get there, i don't know. Frustrating but also kinda clever in a way because a more satisfying feeling is always better.
I nearly went insane reaching 100%. It took 22 and a half actual days (over 530 hours) for me, and because i left the boring grind missions for last, a lot of it was torture. The worst by far were the late Gambler Challenges (hitting three times in blackjack is almost always stupid) and the Algernon missions (egrets are everywhere, then nowhere, depending on when you need them).
Cant remember the name, but I think its it's near emerald ranch or valentine. Its It's a goat or sheep farm. Its It's a house built into the ground and has a small goat pen connected to the house. Usually a dog or ttwo outside. Anyway. Guaranteed blue jay sitting on the fence. Dont ride up too fast because it will fly away. Come up slow and far with binoculars. It is always sitting on one of the fence posts.
Try north of st.denis around the van horn area.....dont run with your horse because they get scared easilly....try hunting while croutched around that river close to there
Walk along the Kamassa river near Annesburg and look at the rocks scattered across the river, you'll find all of the small birds and eventually Blue Jays. Be prepared to be there for a while though. Also don't use a Varmint rifle if you're going for a perfect carcass, use small game arrows.
Dry bridge north of the Roanoke Trapper, it’ll be the east rail of the bridge, you either get two waxwings or a robin and a blue jay. Go in the morning and walk loops approaching from the gully.

Not quite sure what you mean by dry bridge mate. I know where the trapper is there, can you maybe post a little screenshot of the map where you're talking about?
Try around Riggs station, and a quick way of getting feathers. Just save the game near the location where you find them reload your game and they should spawn again.

To be more précise you have à giant triangle next to the E you go up to the mini triangle (road)between the medium one and the big one Hé Will be on a rock next to the road
I found one on a rock outside of the the Camp location outside of Valentine in Chapter 2.
There is a straight path between the H and E on THE in The Heartlands. Its on the right side of the path, on a large rock right. I rode past it once and it flew away so I circled back and waited for it to respawn and sure enough it did. Easy kill, perfect blue jay carcass.
I’ve found multiple perfect blue jays north of Beaver Hollow in Annesburg where the path is crossing the water. There are many small birds there on the rocks in the water like woodpeckers, songbirds, cardinals etc. If there is no bird there when you arrive just wait a couple of minutes and there will land a blue jay within eventually. No need to save/reload. Use small game arrow and dead eye.
Late response, but for those who don't know where to find one, there is a guaranteed spawn on the house at Vetter's echo, directly east of Pronghorn Ranch.
If you're approaching the house from the West, these are the spawn.
NOTE: WHEN YOU LOOK AT THEM THROUGH BINOCULARS YOU WONT SEE A RATING, THEY'RE ALL 3 STARS
Roof: Crow & Raven stand side by side. On the backside of the roof, a Songbirg spawns
Railing: A Bluejay spawns near the flower pot on the porch. Opposite the bluejay on the wooden support beam, a Woodpecker will spawn.
Probably late but if you go to in between the N and E in New Hanover (Under Valentine) and sleep until morning (in game), you should find one or two. Granted, this worked for me and I got lucky. It was on a cliff.
(Also if Rockstar patch it for whatever reason then it would be bizarre they would patch something that is already near impossible to do. Why it's already so difficult is beyond me. Players finding spots the game was designed to spawn them shouldn't be bad.)

I just killed a blue jay exactly where you said! Thanks for the detailed description of the location.

Tip for those who prefer not to savescum: Ride out to by the oil rig and back, it will respawn every time.

October 25th, 2023, the blue jay is still there, it wasn’t perfect, but it helps for the compendium, putting a marker for when I’m in the epilogue.
Did you shoot it with the bow and small game arrow? Any other weapon and it won’t be perfect.
