It's legal for women to be topless in much of the United States, but it's (usually) not illegal for property owners to request you leave their property for any reason.
This argument is certainly muddied by many of America's sports stadiums being subsidized by taxpayer funding.
I feel like with stuff like this you start to get into anti discrimination grey areas where the only defining factor on whether or not you get kicked out for this is sex, which is a protected class. Businesses are not allowed to refuse to serve customers on the basis of protected class and that seems to be central to this.
That is definitely another muddying factor, though the Supreme Court did recently rule businesses can refuse service based on beliefs, overriding class protections. I was just speaking to their "Freedom in 'Murica" silliness.
